Miami HUD Consolidated Planning

As a recipient of federal funds through the U.S Department of Housing and Urban Development (HUD), the City of Miami has the opportunity to support housing and community revitalization efforts, promote economic development and investments in underserved neighborhoods, and provide essential services benefitting low-income and vulnerable populations.

The city expects to have available an estimated $107.5 million in HUD program funding from October 1, 2024 - September 30, 2029 (five fiscal years).


Program funding administered through the city's Housing and Community Development Department includes:

  • Community Development Block Grant (CDBG) - estimated $28 million over five fiscal years
  • HOME Investment Partnerships Program (HOME) - estimated $17.5 million over five fiscal years
  • Emergency Solutions Grant (ESG) - estimated $2.37 million over five fiscal years
  • Housing Opportunities for Persons With AIDS (HOPWA) - estimated $59.5 million over five fiscal years

Grant allocations are to be used to provide decent and affordable housing, reduce homelessness, support a suitable living environment for all residents, provide essential services, and to promote economic opportunities. Funds must be used to address eligible activities established by federal regulation. Examples of eligible activities include:

* Production/Preservation of Affordable Housing* Assistance to Businesses
* Infrastructure or Public Improvements
* Homelessness Prevention
* Provision of Supportive Services* Down-Payment Assistance
* Homelessness Outreach* Housing Counseling


To receive grant funds, the city must develop a Consolidated Plan, which includes a comprehensive housing needs assessment and market analysis to identify Miami's priority needs. The Consolidated Plan details the city's strategy for addressing unmet needs and outlines a proposed budget for use of funds towards HUD eligible activities.

We are encouraging residents, housing and homeless partners, non-profit organizations, service providers, and other stakeholders to provide input to help the city identify what the most pressing needs of Miami's residents are and the populations most impacted. Feedback will determine priority need categories to be included in the Consolidated Plan and will inform HUD funding allocations. The more features you engage it, the better data the city will have to make funding decisions.
